I think Trump is genuinely embarrassed by DC crime when it comes to mind for him because he is so image obsessed and it makes any leader of the USA look kind of bad. Trump does not care one bit about DC. To him it's just another "Democrat-run hellhole" that provides fodder for his hateful screed. Even when he lived here he never engaged with the community in any meaningful way. He ate at his own restaurant in his own hotel and ordered takeout from Mcdonald's, allegedly because he was terrified that some DC restaurant worker would attempt to poison him.
