The feds will have the real power when they arrive. That area needs what the Army Corps of Engineers among others can deliver. No private organization is big enough to pay for those kinds of infrastructure repairs that will be needed. The feds will be instrumental in the long term recovery. Short term the private organizations are very important and can be nimble. They exist for a reason.
