Yes, ED (I or II)  is an obvious route to Holy Cross admission.

Regular decision is quite a bit more difficult than early decision at HC as they are not looking to accept students who are not very seriously looking to attend. Demonstrated interest (as opposed to spectacular SAT/ACT or a string of AP 5's or National Merit Accolades) is the best way to navigate the HC regular decision process.

By pumping up their number of applicants - and carefully selecting those most likely to attend if accepted -  Holy Cross has a formula to drive down their admission rate. The fact they are test score optional obscures any insights on whether accepted student academic qualifications have become more stringent as their acceptance rate declines.
