Investing in silly SEL or RJ programs that people hate and don't work. All kind of pointless studies or hiring expensive lawyers or comms firms that they wouldn't need if things were run soundly. The default can't be just keep raising taxes every year. My property taxes go up even without them raising the tax rate so they should be getting enough to keep up with inflation.
