Consular assistance means you get a visit from a consular officer to make sure your human rights aren't being violated, check on your health, etc. You are subject to the laws of the country you are in, so the State Department will try to make sure you are given the rights you are entitled to in that country, which may be different than ours. If the State Department makes a determination that you are wrongfully detained they will pressure the country detaining you to release you.
