. . . Teach your child to be smart. Don’t walk around at night alone. Be aware of your surroundings. Carry pepper spray. Check in with other students/roommates.
This. Some risks can be reduced. Remind DC that their brain and those of their friends are still biologically immature and drawn to impulsive choices at a level they won't be in 15 years. If they won't listen, cast the conversation in the guise of "I know this isn't about you, but here's what you need to know in order to take care of your friends." It's not all about avoiding being a victim of a crime, either. Make sure DC can recognize the basic layperson signs of alcohol poisoning or drug overdose, and that they know about Good Samaritan and other protections that should make them more likely to offer or ask for help. Make sure they know exactly what the emergency protocols are on their own campus beyond just 911 or 988 (the national suicide/crisis line), how to get help for themselves or a friend at the counseling center, where to go for medical treatment that is somewhere between the ER and the cold-n-flu aisle at Target, how to get a safe ride home if they are drunk or someone else is, and who to call for a middle-of-the-night crisis, whether their own or someone else's. Teach them to open their own drink at parties, watch their beverage at bars (hold it with the coaster over it!), and always travel in groups, even in an Uber. And tell them that they can always, always call you if they encounter something they can't cope with, and you will do all that you can to help. Because you will. Even 30 years from now.
