It’s because of the soil conditions — in some places, the soil expands and contracts with moisture (or lack thereof). Most houses there are built on slabs, and too much movement can crack the foundation. So some people (by no means all) need to water their foundation to prevent cracking in the summer when the soil dries out. [/quote]
