Teresa  isn’t smart enough to defraud  local business owners of anything . She just attracts scam artist guys and was raised to submit to a man and not ask any questions.

What Teresa went to jail for was mortgage fraud and bankruptcy fraud. Her husband submitted fake W2s with her name on it with 100k salary to get mortgages back in the early 2000s when no doc loans were hot. Then, was dumb enough to file bankruptcy while they were on TV. Teresa , as the wife,  signed both so she couldn’t say it wasn’t her signature. Joe tried to lie and say he forged it to save Teresa but that wouldn’t have worked.

Hopefully, for her sake, Louie isn’t a scammer but it’s not a good sign that they have no prenup and he apparently stalked Teresa out after another housewife rejected his advances.
