Experiences certainly vary. While I'm sure someone is lying about their license, I'm not sure why you would, as you can easily look these things up. I agree that much of this is the result of poor coaching and training, but not sure what it has to do with skin color. I agree that there are plenty of good players who can't afford travel soccer across the spectrum.
