Public Ivies do not refer to publicly funded institutions. They are “public” in the sense of being more broadly available to the rungs of society that lack sufficient prestige to go True Ivy. One of the most prominent Public Ivies is Notre Dame, which is a private school. Others are Cornell and Penn State, which are nominally Ivy League but not True Ivies.
