Probably many of those 60,000 some Americans living there have some Japanese ancestry or have a spouse who is Japanese. My spouse’s company has a number of people based in Japan, and they all either have Japanese ancestry themselves or their spouse does.
This. Or they lived there previously and have other connections and at least some language skills. I don’t think many people decide at 60, “I will move to Japan” without any connection to it. Japanese culture is a significant change from US/Western culture. I am a city person who loves public transportation, Japanese food, and doesn’t mind a small home, but I would struggle with that transition in a way I wouldn’t struggle with moving to Berlin or Vienna (where I speak the language and there are fewer major cultural differences, IMO).
