You'll hear the administrators and parents arguing that there's no way around it - DC Charter won't countenance a lottery for bilingual kids.  But we spoke to members of the Charter Board about the situation and they denied this - said that if YY 's PA ever lobbied for two lotteries, they'd almost certainly get two.  They don't and won't.
