We pay for roads and road maintenance through a combination of gas taxes (paid by drivers), user fees (paid by drivers) and income taxes (paid primarily by drivers). [/quote] D.C. income taxes are not paid primarily by people driving on D.C.'s roads. Nor the user fees, really. And, honestly, I bet a lot of the gas purchases people make in the area are also not in D.C.[/quote]
