As far as Crown goes, the CIP Appendix I lists Crown HS as "MASTER PLANNED SCHOOL SITES TITLED TO OTHERS" to Rosemont ES within the Gaithersburg cluster.  Could that be an indication of who they're already intending to re-zone?
