No, this has nothing to do with her being white. 
I suspect they're illegal because they're terrified of someone calling cops on them.

Even if they have all of the proper documentation, there are lots of reasons why a person might be worried about their client potentially calling the police to falsely report them for illegal drug use and driving under the influence.  Particular a Hispanic immigrant given the awful stereotypes and biases that can exist. [/quote]
