What law is not “on the books”? What are you even talking about in this case? There is common law and civil law. That’s it. There can be de facto and de jure rules. One example is that while the law is the speed limit, by de facto rule it is not enforced unless you are going substantially faster than the prevailing traffic and conditions at the time. [/quote]
