According to our high school counselor, these kids were either hooked or had 4.4+ GPAs (which you can see on Naviance) in addition to lots of rigorous APs, SAT scores near or above 1500, etc. So no, it's not at all impossible for a kid to get into UVA from NOVA, but unless your kid has a hook, a 4.2 and 1440 SAT isn't going to cut it barring something unusual.
