We have a street party on my block every October. It is looked forward to by everyone on the street. We grill has a street and it is pot luck. We generally have some form of entertainment. We have games for the young children. Everyone brings a chair. We had one extremely reclusive family with young children. The Dad and young kids have started to join the fun after 5 years of invites. The mother is still a recluse.
Is it something that everyone knows about and everyone is clearly and specifically invited to? Are there posts on Nextdoor and Facebook, does your HOA send an email if applicable, do you put up signs, etc.? Because some people won’t come to stuff unless they know it’s open to everyone or if they’re clearly invited. There are people on my street who do a “block party” but it’s really just 3 or 4 homes at the end of the cul-de-sac and they don’t bother telling anyone else about it. (And then they complain at the pool that no one socializes and they try to host stuff and no one comes.)
