The "small section of the population" is the one that's actually being affected. Their views count more than yours. [/quote] This is the argument of every NIMBY ever. It's been particularly emphasized by the people who are opposed to new schools in their neighborhoods. And it shows confusion about how democracy works. As a practical matter, people directly affected are more likely to be mobilized by an issue and are likely to have a greater impact. However, the fundamental underlying principle of democracy is one man, one vote. Nobody's view counts any more than anyone else's.
