School principals have some discretion over it, so it might vary by school, but when I was teaching we had a whole supply room full of stuff and never had to buy any kind of school supply. My son's school had the same - in fact, at one point they "discovered" a cabinet that everyone forgot about that had been used to store unused supplies, and there were just tons and tons of school supplies sitting in there.
