You seem very naive. I agree with you that none of them should do that, yet it's very hard to enforce any kind of accountability from agencies that have strong secrecy mandates and hierarchies, where the top brass severely restrict what outsiders get to know.[/quote]

Not really.  If those people get busted by authorities there are issues with their clearances.  Certainly they drink and whore but there are consequences if they get arrested for a bar fight.[/quote]
