[/quote] New York City (which is no stranger to students with housing instability) has a policy of letting homeless children attend the school they were in before becoming homeless if desired. There are ways around this issue that aren’t as drastic as allowing someone who moved to a rental for a few months in K to have rights to a certain school feeder pattern for years. This policy contributes to overcrowding of certain schools and disincentivizes those who actually invest in a particular area of DC. [/quote]
