It was created for marketing purposes by the county Board of Supervisors when the BOS was controlled by Republicans courting west coast defense contractors to rent space in suburban office parks. Then, of course, once created it became something for some kids to aim for, and eventually mostly a place that just kids of one ethnicity aimed for.
