It's because a wealthy benefactor donated millions of dollars to the government to establish the Smithsonian museums via a trust. But instead of doing that, the government instead squandered the money on some boondoggle out in the midwest and lost all of it and was later ordered to make amends by funding the Smithsonian.[/quote]
