Are there any special elections where this issue can be brought to the forefront? If a candidate surprisingly loses, like AOC in New York knocking off a top House Democrat, then everyone will pay attention. On PBS's website, there is a video on immigration, that at one point reveals Paul Ryan reached a deal with Raul Gutierrez on an immigration amnesty, that had the support of the majority of House Republicans. All that remained was to meet with John Boehner and schedule a vote. As Ryan and Gutierrez were having celebratory drinks, Dave Brat defeated Eric Cantor in a primary with immigration as a top issue, and all the support withered. If there are no special elections, then putting up a primary challenger to someone could also work.
The deadline to make the 2021 ballot has already come and gone. Best chance right now is to get it on the VA GOP's agenda, but the VA GOP has shown little will to be sane and actually win anything in this state, sadly.
