Tell someone who hasn't heard about it, without mentioning ethnicity. I imagine it would go something like this: "The U.S. government put a bunch of American citizens in camps during the war." "Why?" "Ostensibly because they thought they were a danger of being spies or saboteurs." "Why did they think that?" "Because...they were...they had...certain characteristics...in common with some of our enemies." "What were those characteristics?" Etc. When you talk about the Holocaust, do you discuss it as the murder of millions of "Europeans?"[/quote]
