It's also a $$$ issue.  County camps and rec camps dont run a big profit.  Private camps run a big profit.  Private camps can afford to hire extra cleaning staff, get extra sanitation equipment, change things around.  For town camps and rec camps, it's not worth the cost.  They start to become a drain on the county finances, which are already in trouble.[/quote]
