THAT AREA IS NOT WALKABLE TO ANYTHING WORTHWHILE. The schools aren't worth the sacrifice (for you) to move to an unwalkable area with a super-long commute. Why would you want to move all the way to Frederick for that? If you want something *remotely* walkable and can accept the commute and the schools: 404 Magnolia Avenue $415k, right near Hood College 349 Madison Street $390k, near downtown 406 Center Street $419k, near downtown However, the newer houses in Frederick in better school zones are in very White areas. (Sort of like the W schools, or Langley/McLean.) Good schools and newer houses under $400k can be found in any of Walkersville, Oakdale, Linganore, or Middletown HS zones, but I list them in decreasing order of diversity, and even Walkersville (where I live) is about 70% White/12% Black. Catoctin is too far and I think where some of "old Frederick" still exists in Thurmont and Emmitsburg. Brunswick is still pretty White but it is near the MARC line. It's not 1960 in Selma like some of the inside the Beltway types are arguing. But ... you'll probably get an odd look or two and the occasional worse treatment from cops or other mini-authority figures that can't be fully justified and/or complained about without you looking crazy. Then if your kid screws up, I suspect there'll be a little more tsk-tsking since most folks can accept dumbass behavior from their own race but have a harder time with other races being dumbasses. That's a decision each individual has to make (and I'd say the same thing to a White family looking to move to an area where their schools would only be 10-20% White), and a lot really depends on your immediate neighbors (if you live three doors down from someone who'd call the cops on your kid for acting suspicious while at the bus stop life will be tough) -- and I acknowledge that would be more likely to happen in Frederick than in Germantown, Gaithersburg, etc. Ellicott City's only got a tiny walkable area to the downtown. Columbia is far more walkable and was designed that way by St. Rouse (PBOH). Both wouldn't be very nice commutes, although the MARC line service there is much better than the Brunswick Line service.
