Safety is the primary goal.

You are allowed to drive slower than the speed limit - unless you're driving much slower than the speed limit, on purpose, to slow other people down.

You are not allowed to drive faster than the speed limit, ever.[/quote]

Actually we are allowed to drive over all the time due to an unenforceable law 95% of the time. That’s why the law is dumb unless coupled with an effective enforcement method. Cameras make it more effective. Other technology would enable even more effective enforcement. [/quote]
