The mph should stay the same, people driving +/- 5 from that should be presumed to be driving the limit, and anyone else (over OR under by more than 5 mph) should be subject to a ticket.[/quote] The bolded might be true on this highway but not in the city where there are also pedestrians and cyclists and people turning, etc. The speed limit in the city is too high anyway- the limit is 25 most places and people think that means they can drive 38mph, which greatly increases the potential for hitting other road users like pedestrians and cyclists.[/quote]
