SV and Seattle are where they are because they welcome diversity. 
NoVA is the south. Racism is rampant. This is the reason it is not as attractive as SV or Seattle. 
Maybe NoVA has changed but the perception remains that it is not a place that welcomes diversity. 
The KKK presence is still very strong. You can't drive more than 5 miles without seeing confederate flags on trucks or in front of houses.

Forgot....but the Pacific NW is also rampant with racism.  Portland and Seattle are just a few little enclaves.  Oregon is WELL known for being a KKK/Nazi stronghold.  Where do you think those idiot Proud Boys came from?  You'd be shocked about what parts of the country are actually most racist.  NY is supposed to be a progressive state, yet many people do not know that Long Island has a huge KKK background that is still active.  In fact, the flag pole in one of the towns out in LI was donated by the KKK.  Take a trip to Islip Town Hall in NY.  Sorry, but democrats aren't as safe in their blue states as they think.  Dem states have had even longer history of racism and bigotry than many other parts of the country.  [/quote]
