And why schools in the South are redistricted often, if they care about economic/racial balance. And why there don't tend to be to many "neighborhood" schools; "neighborhood" schools usually led to imbalance as housing prices shift higher in higher performing areas and lower in lower performing areas. Balancing that is a ship that has sailed in MoCo and maybe even Howard. [/quote]
