You need something to demarcate a border. One possible option -- if it suits your aesthetic -- is a bit of decorative touch that would be less in-your-face than a no-parking sign. Maybe even some tall flowers during the spring/summer -- sunflowers, hollyhocks? It says "this is a tended space that belongs to someone." At this time of year, is there seasonal display you could put in the corner? Something that just looks, I don't know, autumnal and decorative, with a few coordinated rocks or something trailing out from the corner to mark the space as all of one thing?
PS You can definitely put up stakes or signs. You can definitely call police and ticket. I think a midway response that stakes your ground (so to speak), makes the point unavoidably clear, and is least likely to cause escalation is to put up something decorative that you could move easily at any time, and would cost a lot less than a fence. Also, look better than just stakes. Or a hanging lantern or small hanging banner, also with something spaced out midway?
