The moderates also tend to be the ones that push both parties toward compromise on things that have to get done (like the budget) and should be done with input from both parties to ensure that all Americans, via their representatives in Congress, have a voice. It shouldn't be a winner-takes-all system, and I don't think the founders intended it to be a winner-takes-all system because that would mean dramatic change when the power shifts, and the founders seemed to design the system with an eye toward stability and continuity but still allowing for healthy debate and incremental change.
