A lot of these problems stem from the fact that Blair was originally inside the beltway, but when it was relocated from downtown silver spring its boundaries remained the same. In fact, people who live across the street from Blair are zoned for Northwood. The only other nearby HS that services residents inside the beltway is B-CC which happens to be adjacent to Woodward.
