That is all true. But two problems:

1) Is there really no other APS facility that has access to the APS website to post new documents? Not a single other building they could have brought the document to on a thumb drive to upload it? After all, they were able to send the SchoolTalk email from somewhere that has an internet connection. Given how much drama they've caused already with totally botched process, that's the least they could have done out of respect for the community. Assuming, that is that they have an analysis ready to go and aren't lying through their teeth because they realized they screwed up. Again.

2) This wouldn't have happened if they staff/SB hadn't gotten cute and decided to hold off on posting the analysis until after open office hours, when all of the IT staff had left for the day. They gave themselves no room for hitches like this because of their refusal to be forthright with the community.[/quote]
