Baltimore is in MD. Immigration issues have no place in these budget discussions unless it is to remove SSI for non-contributing immigrants and to charge full actuarial rated costs and premiums to the same group for any medicare, Medicaid, or other subsidized programs. Also no more section 8 for non citizens. Immigration policy does not belong in the budget debate for my country.
