[/quote] 11:11 PP again. We appealed with a parent letter, new work samples (made the kid type a few and write very neatly for the others), and a few awards, and my child was admitted. Considering that a WISC wasn't provided, this is effectively the appeals committee disagreeing with the decision of the initial panel (meaning that the process isn't internally consistent). If the initial panels always made the correct choice given the info they had at the time, then it shouldn't be possible to get admitted on appeals without WISC scores or something pretty substantive.
