That's not permitted in any Alexandria City public.  The bathrooms are locked off during class changes.  Congrats teacher - you just committed a violation of the ADA, the Rehab Act, and Virginia state law.  If it was my kid you did that to ...

Um, breathe, PP.  Because OP hasn't said what school system.  What ACPS does may be (and probably is) vastly different from another school system in the area.

What do you mean by "validation?"  Do you mean, what law?  Try checking the statutes themselves.  Then check the regulations of the Virginia DOE published in the VAC.  Take a look at the case law from Federal courts as well, including the extensive briefing in the California Loma Portal case.  A student has a right to use the bathroom in school and any teacher or admin that says no should be individually sued.
