They are ENDLESS. In my hometown a few years ago a child brought a (unknown to him) loaded gun to school and it discharged, seriously injuring another student - I can't remember if she died or not. The fact that this student is claiming to have ACCESS to a gun is concerning enough to raise the alarm with the police. Add to that the supposed KILL list, and there is a potentially very serious problem that needs to be dealt with immediately. First - access needs to be taken away entirely and someone needs to be checking in. A student in my child's class brought a knife to school (yes its DC, yes its a low income school) because he was told that if he didn't go straight to school he could get kidnapped so he was scared and brought a knife. It was found, it was dealt with, the parents fixed the situation (it also wasn't sharp, it was a butter knife). He was in 2nd grade. So, while it is probably unlikely that a 4th grader will bring a gun to school, his access needs to be thoroughly investigated because he is threatening other students, and students DO bring guns to school sometimes, and bad things can happen. And OP, if your daughter is a "mean girl" that needs to be dealt with too. It's not victim blaming, its called trying to raise nice people.
