It doesn't brighten your face.  It makes you look better by distracting attention away from your face.

Darker hair is a perfect frame for your face, if you're face is not great you're framing a not great picture.  Blonde color or highlights will move the attention away from your face and become a bigger part of the overall picture.

Minus the first sentence, I kinda understand what the previous poster was getting at.  If you consider it from an artistic standpoint, sharper contrast, or a darker outline (think of most drawings in books..outlined in black) does frame an image more where a non-outlined drawing can fade away more in terms of details.  I think blondes get more casual looks from strangers, but don't necessarily "look" better.  It really depends on a person's individual coloring.  [/quote]
