While I think your suggestion could result in greater enrollment, I don't think there is enough undeveloped land just waiting for townhouse development to make a difference.  And even if the District decided tomorrow to encourage 3 bedroom multifamily development, it would take a very long time for the development to occur.   Most, if not all, existing land in the catchment are is already in use for other things.[/quote]
