The cost to educate non-English speaking illegal immigrants is putting a big burden on school budgets, and I can't image we are required to provide a high school education even to adults (which, at 18, the older rapist was).[/quote] Whatever age guidelines apply to citizens also apply to non-citizens. A natural born American who can trace his American ancestry fifteen generations back can enter high school at 18 as a freshman. Therefore, so can undocumented 18 year olds. [/quote]
