Bukele claims they don't, so the question is whether Garci will get that due process, which could be as simple as a single immigration judge hearing with evidence from the El Salvador government. Assuming the hearing vacates the order, then what Bukele does with one of his own citizens is beyond the jurisdiction of US courts.
