If the cops start chasing, the ATV riders start doing dangerous maneuvers. If anyone gets hurt (ATV rider or innocent pedestrian), the city gets sued and there's big payouts. Cops could chase them, but then we are looking at higher taxes to pay out anyone that gets injured. The city can't do anything about court judgments. [/quote]
