Rather it is an issue of purchasing Chinese made tourniquets, which have a high defective rate. It's more of a quality control in supply chain issue - not corruption. Also the dearth of medical training is not corruption-related. It's just a function of a less than ideal match between training provided by allies for Ukrainian troops and the reality in the field. Ukraine is experiencing a huge number of amputation injuries because of the massive Russian shelling that characterizes this war. Neither of those issues are a question of "where is the money going"?
