We are only asking for an appropriation of $1,908 million because there is a carryover of $145 million of unused funds from 2026. We did not have that carryover when requesting appropriations for FY 2026. It’s important to compare apples to apples. Of the 2026 appropriation, only $2,032 million was/will be used.
