If mcps is under enrolled, why do they need to open Crown HS as a permanent school? Some PP prefers the options of turning Crown HS as a holding school, which HS is on the CIP list in 2027 and needs to temporary move in Crown HS? I hear Damascus HS is the only one on the latest CIP list and they are mostly will be renovated/re-constructed on-site. It does not make sense to leave a new Crown HS as vacant for a few years when it is completed.
See slide 46 https://go.boarddocs.com/mabe/mcpsmd/Board.nsf/files/DN4KQG52F8D6/$file/FY2027%20Cap%20Bdgt%20FY2027-2032%20CIP%20251104%20PPT.pdf With a holding school, there are large cost savings and the schedule can accelerate. Magruder would be on the new CIP request -- the only reason it is not on the current one is because the prior thought, without a holding school, had the schedule such that Magruder planning funds wouldn't be expended until the year after the current CIP period. Same goes for all the other high schools on the list -- the only reason we don't see them in the CIP is the 6-year window. Wootton would have been next after Magruder. If they move it to the Crown facility, then maybe Einstein would be next on the radar, instead? There are plenty of schools in need, and Taylor laid out the reason that we have such decrepitude: capital underfunding over decades vs. the expected useful life of constructed facilities. MCPS needs to be renovating/rebuilding on a much more aggressive schedule to maintain equilibrium and even have a chance of improving environmentals/avoiding more costly operations associated with deteriorating conditions.
I hear you. Damascus HS won't be completed in renovation until expected August 2031 with either on-site or holding school option. With no other funding or plan to renovate other HS, would mcps leave new Crown HS building vacant from 2027 to 2031?
No it’s only 2027 fall to 2029 spring (1 year ) and Damascus will move in crown as a holding school.
To spring of 2028. You're right that Crown would be fallow for only 1 year. On the other hand, they could occupy the new Crown facility with Wootton (plus Crown-proximate Gaithersburg elementaries) right away in the fall of 2027 and use that same year to make the old Wootton building more habitable as a swing space/holding facility. And they would not need to expend nearly as much, then, as they would years later to rebuild Wootton as was the idea with options E, F & G (and even more than with the previous options that did not contain a holding facility in the scenario). And it would serve the immediate Crown/Gaithersburg area, as initially intended when that project was funded. And it would advance some other school in need to be on the schedule after Magruder instead of waiting an additional 2 years while Wootton temporarily occupied Crown.
