Johnson can either (1) use the "mandate" to pass the CR with Republican votes or (2) negotiate with Democrats to put together a bill that can pass (which has already been done). Expecting that (3) the Democrats should vote to pass something that they don't have input on makes no sense. Even as such, it's not clear right now what Musk will formally approve.
It's pretty clear he won't approve anything with the China restrictions that are in the negotiated CR. That's why he sunk it. He's sucking up to China and looking out for his own business interests.
Then Johnson needs to negotiate with his caucus and Musk to get something done. He has the majority. He has a direct line to Musk. He has everything needed to work it out.
Except a majority that will vote for business as usual. He tried to do one with more new spending, that Democrats would agree to. This made people mad, so he tried a business as usual bill. Except we are running deficits in the trillions of dollars every year. So business as usual means more debt and some number of his 'majority' won't vote for that. They want spending cuts to go along with any debt increase. So maybe Johnson will kill his speakership and go back to option 1, pass a bill that Democrats want. He may have already lost his speakership because he tried to do option 1 in the first place.
