They should be modeled and taught on a daily basis. Start with the Golden Rule--treat others as you want to be treated. Many picture books have great morals in them without bringing in racial issues. Then, if racial issues come up, you have a foundation upon which to build with the kids that go back to values. To have people get along, you must start with shared experiences and, hopefully, shared values. But, in order to help kids have values, you must have examples. This "anti-racism" push is harmful.
